189.000 Employers of Tourism and Creative Economy Sector Proposed to Receive Pre-Employment Card

JAKARTA (BPN) – The Ministry of Tourism and Creative Economy recorded there are 189,586 workers in the tourism and creative economy sector from 34 provinces affected by the COVID-19 pandemic outbreak to receive assistance through the pre-employment card program that the registration is opened on Saturday, April 11.

The Minister of Tourism and Creative Economy Wishnutama Kusubandio explained, the data received by the Ministry of Tourism and Creative Economy was obtained from industry and profession of tourism and creative economy association and regional tourism offices.

It has passed the process of data cleansing and has been reported to the Coordinating Ministry for Economic Affairs to be used as a database for the pre-employment card receivers.

“The data comes from the formal workers data, informal workers, layoffs, and laid-off workers.  In addition, artists, Indonesian musician federations, film and television employees associations, and other creative economy professionals,” he said.

Wishnutama also urged the regional tourism offices to help the workers who have difficulty to register in their regions.

I urge the regional tourism offices in to help and monitor so that the tourism and creative economy professionals can receive the incentives.  Therefore, it may ease their expense and operational costs,” he said.

Previously, the Coordinating Minister for the Economy Airlangga Hartarto officially opened the Pre-Employment Card Registration through the official website www.prakerja.go.id. 

The Pre-Employment Card Program is a program on training fee assistance and incentives for workers, job seekers, and micro and small businesses who have lost their jobs and / or experienced a decrease in purchasing power due to the COVID-19 pandemic.

The Pre-Employment Card is expected to improve the competency, productivity and competitiveness of the workforce, as well as to reduce the living cost due to the COVID-19 pandemic,” he said.

The requirements for participants of the Pre-Employment Card program are Indonesian Citizens (WNI) aged over 18 years and not currently attending formal education. 

The registration consists of three stages.  First, prospective participants or applicants create a Pre-Employment account on the site www.prakerja.go.id.  Then they must fill the biodata, such as name, place/date of birth, Population Identification Number (NIK), and so on.  Data will be verified to relevant Ministries / Institutions (K / L).

Second, applicants take a basic motivational and ability test for ± 15 minutes.  Third, applicants join the registration wave that is being opened.  Every week, starting on 11 April 2020 until the 4th week of November 2020, a quota will be opened for around 164,000 participants.

Registration is open at any time, 24 hours 7 days a week.  For the first wave, it opens until Thursday (April 16), 4 PM. The qualified participants of the first wave will be announced on Friday, April 17, 2020. If they have not been successfully accepted as participants in the first wave, applicants can join the next wave.

Up to the end of 2020, there will be more than 30 registration waves planned.  And, the total budget provided by the government for this year is IDR 20 trillion.

Each recipient of the Pre-Employment Card will receive a total benefits package of Rp. 3,550,000, consisting of Rp. 1,000,000 in training costs that can be used to purchase various training in the partner of digital platforms.  Then the incentives will be transferred to the participant’s bank account or e-wallet LinkAja, OVO, or GoPay.

The incentive consists of two parts. First, the first post-completion training incentive of Rp. 600,000 per month for 4 months (Rp. 2,400,000).  Secondly, the incentive after filling out the evaluation survey of IDR 50,000 per survey for 3 surveys (IDR 150,000).

A total of 189,000 workers are proposed by the Ministry of Tourism and Creative Economy to receive the benefits of Pre-Employment Cards.  In addition, the community and tourism and creative economy professionals are encouraged to register independently.
